   Hi, my name is Alexandre Ostrowiecki, but people call me Nani. I was born in Brazil, 
in 1978, and have lived here all my life, but, besides being brazilian, my heart is also 
jewish and israeli. This is why I set about building scenarios on israeli history. My main 
intention is that,after playing my scenarios, people will have learned a little more 
about Israels short history and understood a little bit more the conflict in the region. 
To write history is a partial activity. We can claim to be absolutely neutral, but even 
the way you tell things, the facts you choose to expose and others aspects will eventualy 
be tendentious and point to a determined historical view. This must be said especially about 
the arab-israeli conflict, which still arouses passions in our days. And, be sure about it, 
designing CIV II scenarios is writing history. I want to build some scenarios also on 
brazilian history, a country which has many interesting moments. I hope to acomplish this 
as soon as I finish the series on Israel. Meanwhile, enjoy yourselves and I really hope 
that you will help me by sending your comments, sugestions and politicaly boiling swearings. 

This is the second version of "Exodus". I decided to build this one for two reasons. 
Firstly, because of the new possibilities brought about by the CIV MGE platform, such 
as the built in editor and others. Secondly, because I was not satisfied with the first 
version of Exodus. It lacked a lot in historical accuracy and gameplay. Im not totally 
satisfied with this version but I believe that it is much better than before, with new 
options and a two stage coverage of the israeli war of independence. Enjoy.

The year is 1947, the United Nations General assembly has just voted for the partition 
of Palestine in two states,one jewish and one arab. Finally, after two thousand years 
of exile, the jewish people will have a country again, in their own land. But the 
Arabs of Palestine rejected the UN plan. A civil war begins, in which each side 
tries to gain ascendancy. But the perils to the new state of Israel are just begining. On 
independence day, while it is involved in a civil war, the regular armies of 
five arab countries invade Israels territory. Are you capable of warding off 
the invasion? Can you lead your people through the difficulties and protect Israel? 
Or do you prefer to command the arab armies and wipe the jewish state of the earth?

SCENARIO BRIEFING (For those who want to jump strait into the game)

It is highly recommended that you play as the israelis. Simply put, the game was designed 
for that. Your objective as such is to defend the state and ultimatelly extend control 
over as much of Palestine as possible. In order to do that, you must keep in mind that 
the game covers two distinct periods, on each of them a different strategy will have to 
be adopted: the PRE-INDEPENDENT and the INDEPENDENT periods. The historical background 
will be given in the next section, but what you have to bear in mind is that for the 
first seven turns of the game, the PRE-INDEPENDENT period, you will be relativelly free 
to get a firmer grip over Palestine. The British troops will be at the borders, 
preventing foreign armies to enter the Holy Land. It will be just you and the Palestinians. 

On turn 7, that is May 1948, the British will leave (i.e. Destroy civilization), and the 
external Arab armies will invade. So, it is very important that you prepare your defences 
well. On this turn you will also be able to start purchasing weapons abroad, pretty 
much like in the "Day of Treason" Scenario. Finally, on turn 7, the British guards of the 
refugee camps will also leave and youll be able to bring to Israel imigrants.

HISTORICAL BACKGROUND

This scenario covers the period of the creation of Israel, aproximatelly 1947-51. 
These were probably some of the toughest but most remarkable times of jewish history. 
The Holocaust, in which six milion jews were murdered by the Nazis, had just ended 
and the jewish people were faced with a tremendous task. It had to build, out of the 
ashes of the war, an independent state, the first jewish state in two thousand years, 
against an enourmous opposition.

Since the beggining of the 20th century, jews had been imigrating to Palestine, 
in order to found the bases of the state. Land was purchased, kibutzim (collective farms) 
were created and a small but motivated defensive force was created, the Haganah (Defence). 
It all seemed that Israel would slow but steadily become a stable and prosperous state, in 
peace and cooperation with its arab neighbours, just like the plans and dreams of the 
Zionist leaders.

Unfortunatelly, the situation didnt turn out to be that simple. The arabs of Palestine 
resented the jewish presence and imigration and started attacking the jews and a few 
uprisings took place. The answer of the British authorities was always the same: to limit 
jewish imigration not to "offend" the arabs. This situation continued during the hole 
of the 30's.

The breakout of war in Europe, in 1939, and the holocaust was a watershed in this situation. 
The european jews were in a desperatelly dangerous situation and tried to escape by all means. 
All the nations of the world turned their backs to them, denying entry visas, and even 
Palestine, the land officially destined for the jewish state, was closed by the British. 
Locked in Europe and under the grip of the Nazis, millions of jews were killed, included 
1,5 million children. Even after the war, the survivors of the Holocaust, who had lost their 
homes and families, were prohibited from entering the Holy Land.

The jews of Palestine demanded independence and the right of the survivors to imigrate to 
Israel. The arabs said that the would not tolerate any further imigration and called for 
the establishment of an arab state in all of Palestine. Facing such a standstill, the 
British handled the question of Palestine to the United Nations, which imediatelly sent 
a comission of inquiry to investigate the situation. The comission heard the arguments 
of both jews and arabs and decided that the best solution would be to partition the country 
in two states, one jewish and one arab. This proposal would be voted in the UN's general 
assembly and had to be aproved by two thirds. The jews imediatetly accepted the plan. 
Although they would get a much smaller land area than was promissed by the British, 
at least they would have a state and be independent. The arabs rejected the plan and said 
that they would attack if a jewish state is established.

The plan was taken to the United Nations and accepted by the necessary majority. It was 
decided that the British, who were the occupyers of Palestine, would have six months, 
until May 1948, to leave the country. In the next day, as a jewish convoy taking food 
and medicine to Jerusalem was attacked, the israeli war of independence began.

It is in this point that the scenario starts. It is important to note that the israeli war 
of independence had two very distinct phases. In the first phase, which lasted from 
November 1947 until May 1948, the British were still rulers of Palestine and their troops 
guarded the frontiers and most of the strategical points. During these six months, the 
struggle was only between the jews and arabs of Palestine, without much interferance from 
the arab neighbouring countries. Also, the jews had many restrictions on weapons carrying 
and imigration. 

In May 14th 1948, the second phase began. The last british soldier left, Israel declared 
independence and the armies of five arab countries invaded Israel. This phase took about 
one year more and was very tough for the israelis. Although in the second phase there were 
foreign troops in the struggle, in this period Israel was able both to bring imigrants and 
weapons oppenly.

WHATS NEW
----------

Many things were changed from the original "Exodus" Scenario. These include a few new graphics, 
units, technologies and other changes that will be described here.

PALESTINIAN/JORDANIANS
In the original scenario, there were two separate civilizations for Palestinians and 
Jordanians. I have gathered them here in only one. Historically, on the first phase of the war,
the palestinian arabs fought alone aganst the jews, but on the second phase, when jordan 
invaded Israel, they fought together with the jordanians in the West Bank. So, the problem 
with the previous version was that, since the Palestinians and Jordanian were two separate 
CIVs, the Palestinians stayed in the middle between Israel and Jordan preventing one to 
engage the other. In this version, Palestine/Jordan is one CIV, divided in two groups of 
cities: one group inside Palestine proper and the second group in Jordan. Until Israel's 
independence, the jordanian group is isolated from the war by the british, so you wont 
have to worry about them.

CHARACTERS
In this scenario, there are also some characters wich were important for the construction 
of Israel. The main ones are David Ben Gurion, Shimon Peres and Itzhack Rabin. David Ben 
Gurion was the first Prime minister of Israel and a dominant figure for almost three 
decades in the country. Shimon Peres was, at the time, in charge of weapons purchases 
abroad and Rabin, at the period, comanded the Har El brigade, in charge of the Jerusalem 
area. Take good care of these units, for there are just one of each and if you loose 
them, they will reapear, but only once.

TECHNOLOGY
Unlike the previous version of "Exodus", now there is a quite decent tech tree. Israel 
can research up to 7 technologies during the game. Some of them make you able to produce 
specific units and others have beneficial effects on you. Tzahal, for instance, upgrades 
all Hagana and Irgun units into IDF infantry.

Specialization   -> Golani (Mountain), Chel Yam (Marine), Tzanchanim (Parashooter)

Armor Plant      -> Armored Car, T-34 Tank

Flight Plant     -> Messershmidt, Spitfire, B-17 Bomber

WEAPONS MARKET
  This is one of the things that I boroughed from the "Day of Treason" scenario. 
I believe no other scenarios possess this feature (correct me if Im wrong). Israel will 
have access to the weapons market after the 7th turn. After turn 7, in the corner of the map, 
isolated from the rest, youll have a "Shimon Peres" unit surrounded by zounds of barbarians. 
Your single unit will be facing dozens of aircraft, tanks, ships and cannons. But dont worry. 
None of these units can move. They also have a defense factor 0. So, whats the trick? 
Your purchaser has 3 movement point. He can attack and kill up to 3 barbarians per turn. 
The fact is that, when you kill a barbarian unit, a new one, ready for use, will apear 
for you, after you have your money decreased, of course. This works as the international 
arms market. Provided you have the cash, you can buy up to 3 units per turn and have them 
instantly delivered. Simply choose what unit you need most and attack the barbarian 
correspondent.

GENTLEMANS RULES

In order to make the scenario work, the player must obey the following rules:

- Do not buy in the international market if you dont have the cash. If your money runs 
to zero,technically, you can still purchase units with your "Purchaser", but it will be 
unfair, because you will not be paying for them.

- Do not incite revolts. OK! The Mossad unit rocks and you will be able to buy Egypt up by 
para-shooting a few Mossad units near their cities and buying all of them. But it will ruin 
the game, by making it too easy. Use the Mossad for more creative purposes, like sabotage and
espionage.

THE PLAYERS

Here is a short description of the players involved in the game:

-Israelis: It is highly recomended to play as the israelis. These are the guys the scenario 
was made for. At the period covered by the game, there were about 600.000 jews in Israel. 
Although this is quite a small number, compared with the arab neighbours, Israel has a few 
unique advantages. First, all units are veteran. This simbolizes the greater determination 
of the israelis, who were defending their homes, oposed to the arab troops, who were 
engaged in a foreign war. Besided that, the jews have a few very useful units and can 
make use of imigration and purchasing in the international market (see above).

-British Empire: (NOT FOR PLAY) In history, the British empire had ruled Palestine from 
1917 until 1948. In this scenario, most of their units cant move. All they do is block 
the entrances to Palestine, guard the refugee camps and the main fortresses of palestine.

-Palestinians/Jordanians: When the UN voted for the partition of Palestine, two states 
where suposed to be created, one jewish and one Arab, for the arabs of palestine.
When war broke out, the arabs of palestine where supported by the four neighboring states.
Palestinians/Jordanians are allied to the other four arab nations and have lots of units, 
including the excelent arab legion and legion cavalry. These are the main adversaries of 
Israel. 

-Egyptians: By far the strongest of the arab nations in the area, Egypt has a large 
standing army, with tanks and artillery ready to strike Israel from below. If they succeed, 
they can capture Tel Aviv in the beggining, thus isolating Jerusalem and destroying Israels 
largest city. In this game, Egypt starts with the Gaza strip under its possetion. This is 
not historically accurate, the most correct would be to place the gaza strip under 
palestinian rule. But the scenario was made this way to prevent the possibility of 
having another arab nation between Egypt and Israel. If this would happen, the Egyptian 
would not be able to attack the jewish state.

-Lebanese: Lenanon is a small nation just north of Israel. Its economy is a weak, but
the country has some large troop concentrations on Israels northern border. A successful
attack by the lebanese can capture Haifa and isolate the whole of northern Israel from the 
rest.

-Sirians: The Sirian army, fortified on top of the Golan hights, represents a serious threat
to the jewish state. If the sirians decide to go down the slopes they can wreak havoc among 
the ill defended Kibutzim on the fertile valley and eliminate the jewish presence there.

-Test: This CIV is the former jordanian CIV of the original Exodus. It doesnt have much 
use besides for those players who whant to watch the battle from afar and for playtesting.

IMPORTANT - THE UNITS

When you start playing this scenario, youll notice that many things have changed about 
the units. The most important of them being that all air and sea units had their 
movement ranges dramatically increased. The B-29 (Superfortress) bomber, for example, can fly
two 25 squares sorties. This means that this unit can virtually cross the map ,without 
refuelling, in two turns. The Navys gunboat sails 14 squares per turn. This was decided in 
order to make the game more accurate. It would be unthinkable that an airplane cant fly
some 500 miles without refueling. I have tested this feature, too, and it turned out that 
it gets quite fun to deal with long range aircraft.

Besides that, roads have a movement rate of five, not just three, and many land units have a 
movement allowance of 3 or 4.

These chances are intended to make the scenario more historically acurate, since the area we 
are covering is very small (the land of Israel) and it usually took just a few hours to get
from one place to the next.

Also, I wanted to make city walls have a more modest role in the game. So, all tank and 
artillery units ignore city walls. This is to make the game more interesting and acurate, 
since the israeli war of independence was a very mobile one with almost no static 
defensive lines. 

Also, you will notice that there is an israeli unit, the Imigrant, that seems to serve no 
special purpose, for it has attack and defence rates of 1 and can perform no special task,
such as settle or diplomacy. You wont even be able to build them, but will have loads of 
them in Cypruss and other places. This unit was intended to be a shield reserve. since it costs
100 shields, when they are disbanded, you will have 50 shields in the city where the imigrant
is. This can be very usefull when you want to speed projects up. Also, it is one of the main
sources of production for Israel. 

Finally, I want to remind the player that this scenario was built mainly for Israel. Perhaps
Ill one day release an arab version, but right now its way too easy to be the arabs. Thats 
because, besides beeing very limited, the AI cant make use of imigrants, and if encharged
with playing Israel, the computer will never disband their useless imigrant in order to
build more powefull units. If you make good use of imigration and the unique units
the israeli army possesses, than youll win. Otherwize, youll be responsible for the young
nations premature disapearance.

Arab legion: Atk 4 Def 4 Mov 2 Hit 2 FP 1 (Specially trained by the british, the arab legion
was a formidable infantry fighting force)

Arab Soldier: Atk 3 Def 3 Mov 1 Hit 2 FP 1 (Regular arab forces, not as mobile and powerful
as the legion, they provided the bulk of the arab armies)

Suicide: Atk 8 Def 1 Mov 1 Hit 2 FP 2 (Suicide bombers are extremelly cheap to build and
very dangerous to the enemies. They are destroyed after attacking)

Legion Cav.: Atk 6 Def 3 Mov 3 Hit 2 FP 1 (The Legion Cavalry is a very powerfull and
mobile force, trained by colonel Glubb Pasha)

move range. Most sea units of this scenario have more than 12 move points, in order to
be more historically accurate)

Recon plane: Atk 3 Def 1 Mov 16 Hit 2 FP 1 (An improvised, weak, fighter. Good for recon
missions and, with luck, can shoot down some bombers. Very cheap)

Messerschidt: Atk 5 Def 2 Mov 16 Hit 2 FP 2 (A nice model from Germany. Can shoot down some 
bombers and do escort missions. Def x2 versus air)

Spitfire: Atk 6 Def 3 Mov 18 Hit 2 FP 2 (A very special unit indeed. Can shoot down most 
planes and have x2 defence versus air. The Spitfire can escort friendly bombers by 
ocupying the same square as theirs during a mission. In this scenario, Spitfires can 
stay on air for two turns in order to protect bombers)

B-17 Bomber: Atk 12 Def 1 Mov 20 Hit 2 FP 3 (Bombers in "Exodus" have a tremendous 
range. If it werent so, it would be unreallistic and would harm gameplay. If we 
would keep the 8 squares move allowance, it would mean that an airplane can fly more slowly
than a tank division on road)

muslims and a place they have to defend fiercelly)

Wailing Wall              Great Wall (Palestinians - The most important religious place for Jews)

WWII Training             Sun Tzu WA (Israel - During WWII, while the palestinian arabs from
proclaimed their simpathy to Hitler, the jews voluntered to the british army. Thousands of
them received precious training during the war and this reflected in the war of independence. 
All israeli units start and are built as veterans)

British Diplomacy         Marco Polo Embassy (English)

Zionism                   Michel Chapel (Israel - For most jews, Zionism was as important as
the religion. It was a movement that advocated the need for jews to build their own country
and to live there. For that ideal, thousands of people packed their things and left their 
countries of origin, helping to create the state of Israel)


German Imigration         Copernicus Observ (Israel - Without knowing it, Hitler gave an 
important boost to israeli develpment when he expeled the German jews. Cultured and well 
educated, they provided an increase in science production)

Upgrade Factory           Leo workshop (Not yet built - All civs start with the possibility
of building this wonder)

Macabbee Spirit           JS bach cathedral (Israelis - Macabee was another name given to the
Irgun group. Operating with terrorist tactics and often disaproved by the word opinion and
even the other jews from palestine, the Irgun kept operating and provided a morale boost
to the israelis)

Russian Imigration        Isaac Newtons College (Israelis - The imigration from Russia
brought with it a large number of skilled professionals)

World Jewish Help         Adam Smith TC (Israel - It is today very clear how important the
help of jews from around the word was to the establishment of the state, both financially 
and in volunteers)

Womens conscription      Womens Sufrage (Israel - the conscription of most women to the IDF,
Israel defence forces, opened the way for new possibilities in terms of womens social standing)

Steel industry            Hover Dam (Not yet built - All civs start with the possibility

Someone might want to ask why are most of the good wonders going to the israelis? Does the author
want to make a superciv? No, the truth is that I could divide the wonder between the civs
and compensate the israelis with more units, but I thought that, since the player is suposed 
to take the israelis, it would be more fun to keep the wonders, with all their special effects
and have to work with a smaller number of units.
